Terms of Service

1. About these terms
These terms govern use of Childcare Data (the “Service”), a staff tool from the Santa Cruz County Office of Education for managing early childhood program rosters and Student Identifier (SSID) requests. The Service is operated by the Santa Cruz County Office of Education (“SCCOE”). By signing in, you agree to these terms.
2. Who may use the Service
The Service is for authorized SCCOE staff and authorized staff of participating early childhood programs. Access requires a Google account approved by an SCCOE administrator and an explicit role assignment. The Service is not offered to the general public, to parents and guardians, or to children.
3. Your account
- Sign in only with the Google account issued or approved for you, and do not share it.
- You are responsible for activity performed under your account. The Service records which account created or last edited each record.
- Tell SCCOE promptly if you believe your account has been used without your permission.
4. Acceptable use
The Service holds student information. You agree to:
- Access only the records you need for your assigned programs and duties.
- Not export, copy, transmit, or publish student information except as your role requires and applicable law permits.
- Not attempt to bypass access controls, probe the Service for vulnerabilities, or use automated tools to extract data in bulk.
- Enter information accurately and correct errors you become aware of.
- Comply with SCCOE policy and with federal and California law governing student records.
Misuse may result in suspension of access and in disciplinary or legal action.
5. Data in the Service
Child roster records and related information are education records owned by the educational agencies that collect them, not by any individual user. SCCOE maintains them on those agencies’ behalf. Nothing in these terms transfers ownership of that information to you.
The Service writes roster changes to each program’s Google Sheet and reads changes back from it. Edits made directly in a spreadsheet follow the same rules as edits made in the app.
6. Google services
The Service uses Google sign-in and other Google Cloud services. Your use of your Google account remains subject to Google’s own terms. Information the Service receives from Google APIs is handled as described in our Privacy Policy, including adherence to the Google API Services User Data Policy and its Limited Use requirements.
7. Availability and changes
The Service is provided for internal operational use and may be modified, interrupted for maintenance, or discontinued. Features may change without notice. We may suspend or revoke access at any time, including when a role assignment or employment ends.
8. No warranty
The Service is provided “as is,” without warranties of any kind, express or implied, including any implied warranty of merchantability, fitness for a particular purpose, or non-infringement. SCCOE does not warrant that the Service will be uninterrupted, error-free, or that data displayed will be complete or current at any given moment.
9. Limitation of liability
To the fullest extent permitted by law, SCCOE is not liable for indirect, incidental, special, consequential, or punitive damages, or for loss of data, arising out of or relating to use of the Service.
10. Governing law
These terms are governed by the laws of the State of California, without regard to its conflict-of-law rules.
11. Changes to these terms
We may update these terms. When we do, we will update the “Last updated” date above. Continued use of the Service after an update constitutes acceptance of the revised terms.
